Yeah, he could not resist, but one has to admit that the timing was perfect. You see, with the 'Doves' (Calloway, Jones) at the helm the risk was not that great. Just imagine what would have happened if the 'Falcons' (Godfrey, Applebaum and Dickett) have controlled the third floor. Sheeeesh, it would have been violent, let me tell you! The DOF, ACDO, and part of the GOK would have entered the fray in what would have escalated in a turf war all over the south and north-west, just like in '95 when Caroline Schmitt of the now defunct RRO brutally extinguished the fires. 

Will he succeed? Well, Conrad Pierce is not a man to be taken lightly (remember the Bramador affair) and his plan to at least change the antiquated regulations seems to go according to the time table despite a few skirmishes left and right. And I'll give the man credit for that! Let's hope this breath of fresh air in this complicated business lasts. We all need it.
